The Register utility (REGISTER.EXE) is the tool for creating the Key
system (if not exist) on the hard drive. Besides, it provides the registration
dialog boxes (including the limit, license, and expiration dialog boxes), and allows
the user to activate or update the license for the protected application via
the License Key. When the automatic activation option is enabled, the Register
utility also allows the user to activate the license via the Activation Key. In
this case, the utility can connect to the Activation Server to perform a
license activation request, and obtain the License Key from the server
automatically.
In fact, the protected application already includes the same
functionality as the Register utility. If you distribute or deploy a simple
application as Machine License, you probably do not need the Register utility.
However, the Register utility can be really useful in a variety of scenarios.
Below are some examples.

Typically, when the protected application is licensed, it no longer
displays the registration dialog box. The Register utility allows the user to
open the registration dialog box at any time to upgrade the license.

If your application is a DLL, a plug-in for an application, or runs as
a service, the Register utility allows the user to open the registration dialog
box for license registration and activation.

If you deploy your application as a subscription or time-based license,
the Register utility allows the user to open the registration dialog box at any
time to renew the subscription.
